You could try a soft reset. I would back up your data first then stick a paperclip in the brass colored recessed button found in the back-up battery compartment. You will loose a few settings, like the time, timezone and home location which you will need to re-enter manually but you should not lose any data (back up just in case).
This should clear any software glitch that is preventing the program from running.
If this does not clear the problem, backup your data and hard reset the machine by removing all the batteries (both the AAs and the backup battery) and let the unit sit for about ten minutes. This will return the unit to factory settings. Try the voice recorder before restoring your data. If the recorder application still does not function, either you did not leave the batteries out long enough or there is a hardware problem which will require repair or replacement.
If the hard reset does repair the problem with the voice recorder but after restoring the data, the problem returns, then there is a software conflict that will require some troubleshooting to figure out.
